The Government Decision no. 33 of 15 March 1915 (NI Statutebook no. 256) mentions that funds have been made available to finance a Leprosy Asylum on the island Saoer of the Sapeken archipelago (Madoera).
These funds provided for the employment of an indigenous nurse (f 15 per month) and for the reimbursement of food expenditure and other expenses (f 165 per month)..

Sapeken archipelago forms a series of small islands chain totaling about 200,000 square km. The islands are part of theDistrict of Sapeken , Sumenep Regency , Province of East Java.
