According to the decision of the Governor General of 15 January 1907 a hospital was about to be established at Keboemen in the Residency Kedoe (Central Java). Its personnel was appointed by the NI Government (Staatsblad 32 of 21 January 1907) and was composed out of 1 mandoer (supervisor) at a monthly salary of  ƒ 15 and 1 male or female servant at a monthly pay of ƒ 10. When the number of inpatients surpassed 40 an additional servant could be appointed at the same salary of ƒ 10.  The annual report of the Civil Medical Service of 1902 mentioned an enthusiastic use of the polyclinic. In 1920 subsidy was accorded to the mission hospital that in 1915 was established by the Mission of the Gereformeerde Kerken (Staatsblad 1906 no. 276).

In the 1930s,  Keboemen was a Regency, district and subdistrict of the Residency Kedoe in the province of Central Java.The regency Keboemen had 333,000 inhabitants  (Gonggryp 1934, 641).
